Watford Borough Council and Three Rivers District Council have achieved recognition as a ‘Disability Confident Leader’, the highest level in the government’s Disability Confident scheme.
This milestone reaffirms the councils' ongoing commitment to being inclusive and accessible organisations for all.
The accreditation is a significant achievement, demonstrating the councils' dedication to supporting disabled employees, removing barriers to employment, and fostering diverse workplaces where everyone has the opportunity to thrive.
The Disability Confident scheme, developed by the Department for Work and Pensions (DWP), encourages employers to think differently about disability and take positive action to recruit, retain, and develop disabled people in the workforce.
Earning the ‘Leader’ status means that both councils have gone beyond the fundamental requirements of the scheme. They have actively engaged with disabled employees, ensured inclusive recruitment practices, and worked closely with local organisations and businesses to champion disability inclusion within the wider community.
By achieving this status, it demonstrates:
- A strong commitment to employing, retaining, and developing disabled employees
- Ensuring accessibility and reasonable adjustments for staff and service users
- Leading by example and sharing best practices with local employers and partners
- Promoting an inclusive culture where diversity is celebrated
Being recognised as a Disability Confident Leader is more than just an award—it’s a reflection of a wider ambition to make the area inclusive, where everyone can participate fully in work and public life. As part of this commitment, we will continue to review policies, provide training, and engage with the community to build on this success.
Donna Nolan, Chief Executive of Watford Borough Council, said: “Achieving Disability Confident Leader status is a proud moment for our council. This accreditation highlights our commitment to championing inclusivity, not just within our workforce but across the wider community. We believe that diversity makes us stronger, and we are determined to remove barriers and create opportunities for everyone. By leading the way, we hope to inspire other organisations to prioritise accessibility and equality in all that they do."
Rebecca Young, Head of Strategy and Partnerships, said “I am beyond proud to announce that Three Rivers District Council has become a Disability Confident Leader. Thank you to all who worked towards making this achievement possible. By strengthening our commitment to accessibility in the workplace, we can inspire an inclusive culture throughout the district”.
This achievement reinforces the councils' mission to create a thriving, diverse, and accessible community—a place where talent is recognised, opportunities are open to all, and no one is left behind.
