Watford Borough Council and Three Rivers District Council have been awarded £3.75million Warm Homes Local Grant funding from the Government’s Department for Energy Security and Net-Zero...

The grant to improve the energy efficiency of cold and draughty privately rented and owner-occupied homes.

The Warm Homes Local Grant scheme aims to help the country achieve its net-zero carbon goal, while also helping households save money on their fuel bills, and enjoy more comfortable and healthy homes. Under the Grant, eligible households can receive up to £30,000 of fully funded (free) energy-saving home improvements, such as: wall, loft or underfloor insulation, draught-proofing, heating controls, solar photovoltaic panels, and heat pumps.

Homeowners and privately renting tenants can apply for this funding if they live in a property with a low energy efficiency rating (EPC ratings of D, E, F or G) and meet any of the following criteria:

  • A household income of £36,000 per year or less
  • A person in the household receives means-tested benefits
  • The property is situated in an area with elevated levels of economic need.

Neil Walker, Senior Project Manager (Energy & Housing Renewal) at Watford Borough Council said: "This grant funding is a major step forward in making homes across our town warmer, greener, and energy efficient. At a time when high energy costs remain a concern for many, these improvements will help households save money while also reducing carbon emissions. We are delighted that we will be able to offer grants and loans to the people in our community who need it most. I encourage eligible residents to take advantage of this opportunity to upgrade their homes at no cost.”

Joanna Hewitson, Climate Change and Sustainability Strategy Officer at Three Rivers District Council commented: “This funding is a fantastic opportunity to make local homes more energy-efficient, help residents save money on their energy bills during ongoing cost-of-living pressures, and support the district’s progress to reach net-zero. We’re excited to be working with Watford Borough Council and the National Energy Foundation to help residents benefit from these energy efficiency upgrades, contributing to healthier, more sustainable homes.”

The Councils have partnered with the National Energy Foundation to deliver the grants to eligible residents. Residents who think they may qualify should submit a 'Better Housing, Better Health' referral form here or call the National Energy Foundation on their free helpline 0800 107 0044 or email the 'Better Housing, Better Health' team.
